Haryana CM Manohar Lal Spearheads Initiatives for Youth Employment and Safeguards Against Exploitation

Chandigarh: In a significant move, Haryana Chief Minister Manohar Lal has implemented a comprehensive revamp of the outsourcing policy to shield contractual employees from potential exploitation by contractors. The Chief Minister has taken cognizance of complaints regarding contractor-induced exploitation, particularly concerning issues like EPF contribution and ESI. As a responsive measure, the newly established Haryana Kaushal Rozgaar Nigam (HKRN) aims to address these concerns and provide a safer working environment for contractual workers.

One of the notable aspects of this initiative is the Chief Minister’s commitment to safeguarding the interests of youth seeking employment overseas through legal means. This includes deterring unconventional methods like kabootarbazi, illegal channels, and donkey routes. The overarching goal is to provide a secure pathway for the youth of Haryana to pursue overseas employment within the bounds of the law.

The Haryana Kaushal Rozgaar Nigam has proven instrumental in meeting the manpower requirements of various departments with remarkable efficiency. Job offer letters are issued within a swift 20-day turnaround, catering to diverse categories ranging from law graduates to individuals proficient in Hindi. The Nigam has currently invited applications for 28 categories, and interested candidates have until January 14, 2024, to apply.

In an effort to create more opportunities for the youth, the state government, through the HKRN, is offering job opportunities in 41 diverse categories in countries such as Finland, Uzbekistan, Japan, the UK, UAE, Saudi Arabia, and Israel. The application deadline for these overseas opportunities is January 10, 2024. Job positions available in the UAE, Saudi Arabia, and Abu Dhabi include heavy-duty drivers, light vehicle drivers, electricians, plumbers, masons, carpenters, and construction workers. Similarly, recruitment is open for 10,000 laborers in Israel, 50 staff nurses for Cambridge University Hospital in the UK, and 50 bouncers (security guards) in Dubai.

There is also a pressing demand for 2,500 nursing positions in the UK, offering competitive annual salaries ranging from £26,000 to £29,000 (approximately Rs 27.6 lakh to Rs 30.7 lakh). Additionally, candidates proficient in Hindi, English, and Russian languages are sought for translator roles in Uzbekistan, with a compensation of $1,000 per month (Rs 83,243).

Over the years, the Haryana government has demonstrated a commitment to generating employment opportunities for the youth. A substantial 1,10,000 jobs have been created through the Haryana Public Service Commission and Haryana Staff Selection Commission, with an additional 60,000 jobs in the pipeline. To address the employment scenario, over 1.08 lakh individuals already working on a contractual basis have been integrated into the HKRN. Furthermore, the government has recruited 17,785 new personnel on a contract basis, reflecting a comprehensive effort to boost employment opportunities in the state.

Chief Minister Manohar Lal emphasizes the paramount importance of preventing the exploitation of Haryana’s youth at any level, ensuring they do not fall prey to unscrupulous agents. In line with this concern, the government has not only established the HKRN but also formed the Foreign Cooperation Department. This department is diligently working to attract foreign investors to Haryana and create employment opportunities abroad for the youth.

In summary, these initiatives underscore the Haryana government’s commitment to fostering youth employment, ensuring fair and legal pathways for overseas opportunities, and robustly addressing concerns related to exploitation in the workforce. The proactive measures taken by Chief Minister Manohar Lal are poised to create a positive impact on the employment landscape in the state.
